Maybe US military is tapping phones near bases to survey calls around them?
It's quite unlikely that they wouldn't know about the towers. Also, messing with communication systems is illegal pretty much everywhere, so it really doesn't matter on whose land the towers are, as it would be illegal anyways for regular John Doe.
