I have a friend who lived in Chisinau for about a year before he moved back to Bucharest. He told me that in Moldova, porn and prostitution were illegal under the same law, but the fine was low in USD if you were caught doing it, about $600. However, he said something similar to what Oracle said about bribery. Cheaper to bribe police, the Russian mob etc.
There is also a sex trafficking issue. Women are desperate to work, meaning real jobs, there aren't enough jobs in Moldova. These women are naive and fall for ads promising jobs in other countries, which of course, turn out to be *jobs* as sex slaves/prostitutes.
Moldova is so poor and there aren't many tourists, meaning not enough $ to keep in-country prostitution biz going. The Russians run *entertainment* clubs. You sit down to have a drink. A girl sits down next to you, then maybe 2 or 3 and by the end of the nite, for that pleasure, you end up with a $1000+ tab and if you don't pay, you get beaten up. It happened to someone my friend was working with. He called the cops and the cops don't care.
