You DO NOT compare net salaries b/n two countries, you need to take into account the cost of living, this is why you use GDP per capita PPP.
Yes, Russia has higher GDP per capita PPP than Romania and Bulgaria and lower than anybody else in the EU from what I remember; also Russia is failing in all other indices like health, education, etc. which is why the HDI (adjusted for inequality) is the index that has been used for the past few years, it gives you the entire picture.
Also - human development is used to measure quality of life and has nothing to do with technological development, achievements, breakthroughs, etc. For instance, India has some sort of space program and a massive biotechnology sector, but low HDI.
