Yes there's not really any excuse not to pay your models. If they fuck up fire them, but pay them anyway. If they were onsite employees there's no labor board in the world that will let you get away with not paying for their time.

I guess that's a good reason not to work with locals, if you don't intend to pay then you want your models as far away as possible.
