Does this do the GEO Limiting based on high PPS/revshare offers;
then limit the ad creative pool by highest (system wide) CTR for the given GEO over a given segment of time.
Or does it do realtime/semi realtime eCPM calculations by GEO (user account wide) over a given segment of time.
Asking because a high CTR + high payout does not always = high $ value
Where as systems that take into account the eCPM are based on the actual profit per click/impr. Also wondering if its using a system global value or a per account or campaign value. With people pulling traffic from different sources a few large buyers could taint the data sets making it not the best for smaller more niche traffic buyers.
