Sounds like my opening process... Sent in a valid trading license (which is everything you get in Austria, as long as you're not a company with limited liability, stock company or join-stock company) with valid name and address, though they denied it because my company name (fantasy name that is totally legit in Austria for small businesses as long as it's not used/owned by another company) did not match the name on my trading license, though my name was on there...
I almost went to send in a sample of my blood and urine, so they can verify that it's really me, who's opening the account.
Opening process with Payoneer went smooth and received my CC today, 5 days after opening the account.
