This actually makes sense. If you setup a method to track all the programs on an even playing field, then shaving isn't a big deal. Just means that particular program won't do as well compared to the others. Every month I pull a report to determine how many clicks we sent to each program (from our tracking, not their's). Then we figure out how much money we actually got paid (the only thing you can 100% trust from any program). Then we determine the actual revenue / click from each program. If they shaved, their rev/click will be lower. We also take their payout / join and come up with a REAL conversion rate. This takes the programs' different tracking method out of the equation (2nd page raws, 1st page unique's etc).
