The card reissues because other Target and Home Depot theft have has a bit of an impact on some refills if those cards were effected. Because of the flexibility that we offer with step down rebilling and the ability to make your members discount offers, you can offer custimers deals who were previous members with failed refills at a discount to rejoin or have our call center to a phone promo campaign etc..
