Ummm ya so I see not 1 issue with this at all...
User has a unique ID given to him by the US Gov.
I see no security issues in that at all...
Or issues with it not being global or or or...
Is this an ID # or some card/chip... Oh please let it be bluetooth...
This would be about as secure as writing your pin on the back of your bank card...
Hope they do it.. I'd never have to work again...
