No, all fields aren't required. The pop-up warning serves to remind you just in case you have empty categories. If you hit submit and there are empty fields, you get a pop-up that states:
While it is not mandatory to complete all nomination fields, we wanted to make you aware that you have left the following fields empty.
Please continue inputting your nominations or simply re-click Submit if you are finished.
