To raise minimum payout at 3-5 signups that's not popular these days, most affiliates are too "small" for this, it is the era of the micro-affiliates. Asking ID's that's even less popular, there was threads complaining about this recently.
It's not a big deal to pay a few PPS to cheaters, at least they give good reviews in forums. If you do not pay a cheater, in several cases they start to write in all the forums that our program does not pay, just as a revenge. It is like in supermarkets, they calculate a 3% of merchandise being stolen, we calculate paying a few cheaters, is ok - even just to reduce them writing revenge posts around.
By the way something to add: the replies of the cheaters are also something. The most common reply it is: "Sorry I asked friends to help making signups" or "I hired a freelance in Pakistan to bring traffic". Some deny or question the signups being fake, but those who admit being fake... it is never them, but someone else, who for some reason, rather than doing an own account, will work in this account of the guy who ignores all and is so innocent. This tactic is to asks if can continue to send signups without the "bad guy" they fire or kick out.
