you can offer rev-share to new affiliates and after few signups they can join pps club, or even better once they joins pps club pay them by pps rates for previous sales too.
i dont understand your logic by paying scammers to get the good reviews.
you pay one scammer and he goes and posts good review on board and even he posts the tactits to cheat in your affiliate program .
then it attract more scammers , then you gotta make choice ...
