We work with TrafficHunt.com which currently doesn't have a referral program but it's definitely something we'll consider adding. Thanks for the idea :-)
Do other ad networks pay for referring advertisers, publishers or both?
Looking at this Exo page it seems like it's only for referring publishers:

I'll see if we can add a referral for either bringing in a publisher or advertiser
