There is substantial proof about Russian troops in Ukraine, maybe you should read other than Russian media. It has been proved months ago.
By the way, cluster bombs are not banned. There is treaty about them, but it concerns only those countries those have signed it. For example Russia hasn't, neither Ukraine.
