I don't know if this helps, but I was caught running a red light(tecnically yellow but red when I was underneath), and the cop gave me a warning, since I have one of those "support state trooper" sticker on the back of my car.
Also, if you have money, you can never get a speeding ticket. My sister went 95 on a 55 highway once. She was so scared of the increasing insurance premium, she paid a lawyer, and got off scott free. Oh, what money can do for the system.

Thats called deferred judication. It only works as long as you dont get another ticket for 90 days afterwards.
