I know, but he wants to be President, and he certainly doesn't act like the majority leader in a parliamentary system, or talk like one. Like the "divine right" kings of old he now believes he *is* the state - and has issued orders for example to rebrand "Government of Canada" on everything issued from and by his office as "The Harper Government".
