Problem is that even with Dash Cameras, they sometimes go missing or malfunction. It needs to be more far reaching than cameras. One suggestion was that Police Officers start paying for their occupational insurance. With each complaint found true, their insurance goes up till it can no longer be sustained. When they can pretty much act anyway they want and not be held accountable for it, they will abuse that power.
What mindset does a cop have when they do shit like this?
