I disagree. Anyone would be hard-pressed to proof police brutality and power abuse has not only been systemic since the beginning of time, it's been that way every where all the time.
things happen in cycles, this is one of those things. Sure power corrupts and there have been areas where power corrupted, but this sweeping of and level of problems isn't simply due to youtube and the internet exposing it finally.
