I actually abandoned trying to get a pure jw-only one-size-fits-all setup, and now hide jw on smaller devices, replacing it with a lower resolution .3gp file that plays in the devices native browser. Its not perfect, because you sometimes get a lower res video on a device which could play the better one. BUT, you never get a situation where a video fails either.
