I bought 5 sites from Bucksmania and it's closed now.
The main payment processor between 2012 and 2014 was Epoch. I didn't get the Epoch account or the NATS account, but I did get access to the Epoch account to review financial details.
- celebs13.com was illegal and it's closed.
- backstage24.com was a joint venture with someone else and I didn't get it.
I reviewed the Epoch account and there are no links between affiliates and sales as they were externally linked to sales in NATS. I can confirm you 100% that it's possible to shave with this setup. I'm not telling Bucksmania did it or that all owners with such a setup do it, but I can confirm it can be done. Anything that could be put in-between the payment processor and the affiliate payments is a potential source of shaving (NATS, Sliiing or anything else).
I've been an affiliate several years and I've only used CCBill in my own paysites. Some of these sites will be redone and if you've had success promoting them, I suggest trying them again when they'll be brought back under my program.
If you've been an affiliate of this program in the past, I'm sorry for not being able to bring you better news. All the cards are in the past owner's hands regarding your payments. You can contact me on ICQ or by email (I'm also on AIM or Skype) if you want to chat or want to get notified on the relaunch.

Purchaser, BucksMania owes his affiliates money. Don?t forget it, you will buy AP with debts.

I suggest talking directly to the past owner of Bucksmania (the OP). I don't have affiliate info and as I mentioned, I didn't buy the full program, I bought sites linked to it.
