The kid had a bb gun. A 911 caller said he was pointing it at people and it could be fake but wasn't sure. What if the kid is deaf or something?
In a hostage situation the police don't get close enough to feel endangered. Doesn't make sense to put yourself in danger and then feel the need to shoot someone because your life is in danger. No time to stand back and negotiate or wait for backup. "Let's get next to him and see what happens". Fuck it, they're within their rights to shoot first.
