That's a vef slippery slope. It sounds to me like some paper pushers will get to decide, without necessarily being provided with any proof, what sites are infringing on someone's copyright. Who's to say that this won't result in independent media sites being blocked, under the guise of copyright protection? Hell, if they apply this very strictly, then Russians can kiss YouTube good-bye, to name just one example.
