Nikon D3200 (24.2 mp) is on sale at Staples right now for $460 CAD. It's usually closer to $600. Might find one similar at other stores or websites too.
There's also a 20 mp Coolpix model for $129. Cheapest Nikon I've ever seen advertised. Must be a black friday deal.
Either would be a good starter, but the D3200 also takes 1080p video.
