Both.

It is not a simple question, but peoples lives and moral choices are very much decided by their birth situation. And the governments lack of support in the form of jobs and education for the poor.
I would suggest watching "The Wire" and consider the choices each character in the program has and had and then who are the "good and bad".

I would also recommend The Lucifer Effect by Philip Zimbardo

He studies why people behave the way they do often because of the institutions they work in. Police trained to see black and poor people as criminals.
