Larger companies have no idea what?s really going on cause they farm out their takedown notices to companies that well, make money on sending takedown notices
These companies couldn?t give a shit if it stops and spends all day sending thousands of takedown notices to some broom closet at google and say they did their job.
If you want to stop it you need to track it and tie these lockers to the money. If you track it and look hard enough, the evidence is there
