We are NOT running a surplus ... the sound bites make you believe so ...
We have a deficit, even after all the cuts ... and taking 5 billion from the Unemployment program ...
A forecast of surplus is ahead for 2015 or 2016 , but Harper has already spent it as he began his electoral campaign .
