No, it was so they could have an excuse to tell the other chapters (who urged the mayhem vote) why they didn't kill Jax. After they shot Happy's arm, Chibs said something about telling the others that Jax "fired off some shots and got away."
Because unlike in the other instance, nobody in SAMCRO wanted to even have the mayhem vote for Jax. Jax made Chibs (and the rest of SAMCRO) go along with his plan.
Just for show, though it did remind me of the OJ Simpson/AC white bronco chase.
