I can't see any reason for going custom on what would amount to a very normal paysite model. Unless the OP is looking to do something so out of left field and revolutionary, most of the currently available CMS should suffice. This is of course assuming that he isn't a developer himself, in which case, it "kinda" makes sense.
A very basic CMS would set most people back about $10K (based on 200 man hours at $50/hour) and aspiring to the feature sets of applications like Elevated X or PornCMS would be exponentially more expensive.
What befuddles me is, when people ask what affiliate software they should use, no one suggests "Custom is the best". They suggest industry standards like NATS or MPA. Why is a paysite CMS any different? And why suggest custom to a startup? It just doesn't make sense to be perfectly honest.
