A 2 month old domain name, no real promotion (legit or otherwise), a file host on OVH servers waiting for a single complaint to be booted for DMCA/TOS violations. I did not notice any indication of a rewards program.
It appears someone else other then the admin uploaded the file you mention. File Hosts will always be exploited this way without content monitoring and that would eliminate their safe harbor protections.
Did you report the file?
He does have a very interesting portfolio of sites though. Lots of Teen related domain names.
