Very little seems to change for europeans...

What is interesting though is for instance:
"A private person living in Sweden uses a Japanese online library. The Japanese supplier must charge Swedish VAT."

So let's say i'm this japanese supplier, and I get a swedish customer. I charge him VAT, and then what? How is a foreign government going to have access to my sales records to prove I owe them any money, and how are they planning to collect on it? EU Laws do not apply outside of the EU.
