Reserved IP addresses - Wikipedia, the free encyclopedia ) and can only visit websites in North Korea that are officially sanctioned.
Most North Koreans don't even know this is happening as it is business as usual in the DPRK (Democratic People's Republic of Korea).
Party officials are the ones offline.
