You take about 15 seconds between sets. That gives the muscle enough time to get ready for the next set without it "cooling off".
There is a very good reason to do sets when you excercise. And it has nothing to do with resting or recovering...and everything to do with getting bigger and stronger.
If you fully rested and recovered between sets you would be back to zero on working that muscle.
And yeah, I know you're just saying that sets don't count in how many pullups can you do in a row without stopping. I was just pointing out what sets really mean.

I agree with you to a point. I said that for effect. My point was ONLY that doing 20 pull-ups is exactly that, you can do 20. Further, it assumes correct form, doesn't specify the type of pull up (wide grip, narrow, over hand, under hand etc) so everyone is commenting on what are likely very different things as well.
