I do not think this represents a completely accurate picture.
No quantification of total Tonnage of explosive power is given.
By some of the qualifying wording it does not appear to include warheads that are mothballed but ready for delivery.
I would think the Super Powers have Warheads in Europe as well as other places around the globe other then submarines and ocean going surface vessels also.
