No offense please, but a fly is not an enemy for an elephant. Russia has got about 4K of tactical nukes for all those mentioned neighbors. In fact, only the USA and China are a potential enemies for Russia, but not some Finland, Mongolia or Norway. So according to the Russian military doctrine, there will be no need to say "hands up" or anything else.
