To each his own. I love reading some of the derogatory comments, I am sure you know I get lots of them.
But yes they are public when used. I made a game thread about it a long time ago, "Guess The Ignore List" I think I labeled it. It did not go over well with some people like brassmonkey.
I am not sure if the staff knows/cares that they are publicly visible either.
BTW: The give away that you were not banned was your post count was still increasing with your "Post Attempts".
