No, it's not pretty simple.
The point of CAP & trade is to penalize oil corps with a carbon CAP. If they max their cap, they PAY to trade for other's points. that has absolutely nothing to do with a tax. It's supposed to be an attempt to get carbon producing oil corps to go green, if they don't, they get penalized.
You think it's OK to pass that penalty on to drivers, well that's bullshit.
