Something like these two products:

August VGB100: August VGB100 USB 2.0 Video Capture Device Card - Grabber Lead to Convert VHS / S Video / RGB via USB Transfer Cable - For Windows 8 / 7 / Vista / XP: Amazon.ca: Electronics

Elgato Video Capture: https://www.elgato.com/fr/video/video-capture

I've never bought one of these before. Anyone used such a tool before that worked well?
I don't know if you have an HDMI port on your computer but I use my notebook computer with the Elgato Game Capture HD along with a Mini Composite AV CVBS 3RCA to HDMI Video Converter Adapter 720p 1080p Upscaler. I convert VHS videos (4:3) to 720p (16:9) and never dropped a frame. My notebook computer is an old ThinkPad T410 with a Core i5 processor and Windows 7. Works like a charm.
