If you're just talking about adding/removing users within wordpress when a transaction occurs or they expire that's something I think would be a good addition to NATS, and if you're interested in getting it done let me know.
If you're talking about treating existing wordpress users differently depending on access levels it gets a bit more involved can vary greatly from instance to instance. Not that it's not doable or we can't discuss it in that case, but it gets much more complicated to add as a "core feature".

Check into the s2member extension. It supports user levels fairly capably, and would be a good addition in the context.
