basic math is more like this: you are a program owner and have some affiliates sending you joins, you split the $$ with them 50/50, everyone is happy
democrats come along and figure: "if we raise our percentage to 60 and give the affiliate 40 we'll make more $$"... great in theory, but reality is many affiliates will figure "fuck that", and move to a different program that pays them a fairer %... aka moving their company offshore...
look, you run an affiliate program and it's not doing so well... what do you do? raise your cut to 60%? long term will realistically anything good come out of that move? or perhaps do the opposite run a 60% promotion for affiliates, which will hopefully attract more business for your program?
