Three things:
1. There's a differance between being "high" and being "stoned". High is a happy buzz, lots of creativity and energy. Stoned is like couch lock, laying around half-asleep. So if you smoke a lot you can't really get that high but you can get really, really stoned.
2. Daily use. If you smoke daily you reach a higher tolerance level so you are never really as "high" as someone who smokes occassionally.
3. Memory loss. It depends on how high you are. See #1 and #2.
