DID NOT happen. It was bogus/ wishful thinking by Walker and it didn't happen. They came up short..
I really don't know how many more times you have to be told this. The budget I linked was from 2014 & 2015 that's why it's an esitmate.. Just like your link which claims there would be a surplus.. That was not end of year accounting it was proposed wishful thinking that. unicorns danced and the sun and moon aligned then filled the state collections with fairy dust..

They are half way through the 2 year budget I posted and have had to cut 300 million from the schools and borrow more money than the state has ever borrowed in its history.. Yet somehow that equates job well done by Walker to you, because you belive in this billion dollar surplus which was nothing but wishful thinking at the start of 2014...
Also I love how you shove the deficit off on the pervious govenor, yet Walker has added to it by borrowing, yet it's all the Democrats fault..
