I think that the bigger question is why ISIS has not.
The
Russians were, and maybe are, still big military suppliers and supporters of ISIS's original adversary Syria's Bashar Hafez al-Assad and his Syrian government along with the
Iranians supporting his regime (
with the Iranian proxy army of Hezbollah ). It is hard to believe that there are no
Russians (or Iranians, or Hezbollah) in the theater of operations to be captured, held hostage and then beheaded -- so what gives?
Why the hands off policy or is it just for the lack of opportunity?
