Scammers will be always there and always new. Thats a huge dark side of the internet that has to be take down.
I guess this scammer dont use his own name and address.
Some guys (or let me say organisations) offering every working accounts for any payment systems. Including Paxum.

Its highly recommended to use a own domain for all payments. Its a much more safer and verificational way to do business.
