The huffing and puffing makes countries wonder a little bit, why should they voluntarily join to that band.
Nato has expanded through democracy and voluntarily joining, Russia has track record of doing the opposite. So, when people think to which one they will join (if to any), I don't think that Russia is the first choice they will be thinking.
