Sounds like the Lexus was fleeing the scene of the accident:
A Prius stopped short in traffic, it was rear ended by a white Lexus, and Bruce rear ended the Lexus.

The Lexus then spun or veered into the quickly moving southbound lane of PCH, where it was hit head-on by a Hummer, he said. The driver of the Lexus died."
