This must be new, because I've never heard of it. My wife runs a medical officer for a doctor's office, and she's never heard of this either.

Bullshit.
If you are in your late teens or early twenties and join the US military you are all set. You get free housing, healthcare, food, even clothing and lots of other perks - and a paycheck too!
However, if you are in your late teens and early twenties, married, and have two kids.... Well, you are going to be on food stamps no matter what.

Are things better? Well, six years ago when Obama took office exactly half of the twenty houses on my street were empty - people couldn't afford their houses, and were either evicted or left because they couldn't afford it. Everyone I know here locally were walking around in a daze looking for work. All new construction came to a complete halt. Two different condo complexes being built were stopped half way through when the companies went under. It was bad.
Now every house is full and they are building new ones. The two condo complexes are completed. Unemployment is down to 5.6, and we added a million new jobs in the past three months. I went to the movies this weekend and it was packed.
No matter what side of the aisle you are on, things are obviously better. Anyone who argues otherwise is just blatantly wrong. Obama isn't out savior; He just didn't fuck things up any more than they were.
