Buy a video then open it up in any video editing program even the Windows movie maker that comes with every windows computer. Find the 3-10 seconds you want to make a gif and delete the rest of the video before and after those points. Go to a site like https://imgflip.com/ and you can make a gif in under a min. After you buy movies the whole conversion can be done in under 7 mins
