If they are located far enough to north, or on the southern hemisphere far enough to south. As in those locations seasons are very notable, and midsummer clearly is the highpoint of summer.
They don't celebrate midsummers in Central Africa, or at least for the same reasons (much light, nightless nights, etc.). As they for example ain't have nightless nights around there.
