What he probably thinks is that none of the borders in this area should be moved. And that includes Russia.
Regarding Ukrainians - it is a nation even if it was occupied by its neighbors for a long time.
In Ukraine there are many nations: Russians, Ukrainians, Poles, Tatars (mostly in grabbed Crimea)
Ukraine is an independent country invaded by Russian empire.
