You're right, that's a lot of difference, though - what I am saying is even a very good service has 1 in 200 chargebacks, or .5%, so it matters. The shit they put you through if you reach the 1.4 threshold is pretty time consuming.
1.4 is a 40% increase in chargebacks over 1%, that would be cause for concern.
